(28 January 2004) His Holiness Maharishi Mahesh Yogi proclaimed that a "glorious and peaceful future" is now dawning for mankind through the application in every area of society of the science and technology of total Natural Law. And Maharishi announced that his Global Country of World Peace has now adopted two approaches to create permanent world peace as quickly as possible. The Global Country of World Peace is:

1. Inviting governments to establish in their countries groups of peace-creating experts whose collective practice of Maharishi’s Transcendental Meditation and Yogic Flying will enliven total Natural Law and create coherent collective consciousness – the basis of prevention-oriented, problem-free administration and national invincibility. A circular to that effect is being sent to all governments by His Excellency Dr Benjamin Feldman, Minister of Finance and Planning of the Global Country of World Peace.
2. Immediately establishing peace-creating groups in as many countries as funds will allow – until the governments begin establishing groups in their countries

"If the government establishes these groups, the peace-creating influence will propagate throughout the nation and bear positive results more quickly," Maharishi said. "But until then, we will sponsor groups in as many countries as we can afford."

In addition to establishing the groups, Maharishi’s peace plan also calls for building 3,000 Peace Palaces in the world’s largest 3,000 cities, including 51 in the UK. Each Peace Palace will be designed according to Vedic architecture in harmony with Natural Law and serve as a Capital of the Global Country of World Peace. It will provide the knowledge of total Natural Law – which administers the universe with perfect order – to raise the whole population to higher states of consciousness.

Maharishi’s proclamation came during his global news conference on Wednesday 21 January, which was broadcast live via satellite and Internet webcast from the Capital of the Global Country of World Peace in Meru, Holland. Maharishi’s next news conferences will be held on 28 and 29 January (see below for details).

Maharishi announced that His Majesty Raja Raam, First Ruler of the Global Country of World Peace, is now training Administrators of the Global Country of World Peace. The Administrators – or Rajas – will "quietly create harmony and coherence in the collective consciousness of every country through the knowledge of total Natural Law," Maharishi said.

Maharishi acknowledged that the world has been in the grip of problems for so long that it may be difficult for people to conceive of a harmonious world. Nonetheless, Maharishi said, it will be simple to create world peace. "Whatever is not possible in darkness will be possible in the light. Whatever is not possible by utilising only fragmented values of Natural Law will be possible by utilising total Natural Law," Maharishi said.

Maharishi said that the key to a peaceful world is "administration through education" – Vedic education that develops the ability to fulfil desires through "softest thinking" without stress or strain. "Softest thinking is thinking from the self-referral field of consciousness. It engages the infinite organizing power of Natural Law – the will of God – to fulfil desires without hard work," Maharishi said. "The whole ever-expanding universe is the expression of the will of God. To the extent that one can function on the level of total Natural Law – the will of God – is the extent to which one can achieve everything in life. This is the education that will turn our problem-ridden civilisation into prevention-oriented, problem-free administration in every country."

Maharishi emphasised that the knowledge of total Natural Law is not new. It is the very nature of life – and it has been sung by all cultures, all religions, and all sciences throughout time.

Maharishi concluded by declaring that no one will suffer in the administration of total Natural Law because the nature of life is bliss – and the field of bliss is within everyone. "The field of bliss is eternal, self-sustaining, and self-effulgent. Now with the knowledge available to us from the tradition of Vedic masters, the field of bliss can be enlivened within the self-referral consciousness – the Atma – of everyone," Maharishi said. And then Maharishi added an appeal to the press: "I invite the world press to bring this beautiful knowledge to everyone so that together we can more quickly create a beautiful, harmonious world – now and for all generations to come."
