(30 July 2003) His Holiness Maharishi Mahesh Yogi offered all nations a practical formula to make their governments as stable as the eternal government of Natural Law and to raise civilisation to a new level of peace, prosperity, and freedom from problems.

Maharishi said that every country should establish a Peace Government to bring support of total Natural Law to the nation and to pave the way for a new civilisation of perfection in life. Maharishi also suggested that governments forgo elections and instead form a "Royal Association of Sovereign Nations" to bring stable administration to their nations. Peace Governments have already been established in the US and Germany – and are being led by hundreds of top scientists in each country.

Furthermore, Maharishi announced a new administrative service programme of his Global Country of World Peace to train world leaders to engage total Natural Law to fulfil their desires and to place the life of every individual and every nation spontaneously in an evolutionary direction of increasing health, affluence, and peace.

Maharishi’s pronouncements came from the Capital of the Global Country of World Peace in Meru, Holland, during his global news conference on 23 July 2003, which was broadcast live via satellite, Internet webcast, and teleconference call. Maharishi’s next news conferences will be held on 30 and 31 July.

Maharishi said that the new Peace Governments will bring to national administration the same perfection as the Administration of Natural Law that eternally governs the infinite diversity of the universe without a problem. In contrast, Maharishi dismissed democracy as an "unwise, childish, wretched system that divides a nation into pieces and destroys the integrity of a country. Elections are only useful to foreign powers who want to keep a country weak."

In answer to a question about how rulers will be selected without elections, Maharishi said that the principles of government are important, not the individual. "Rulers keep changing, so we give importance to the principles of government, which do not change. The eternal principle of government, which underlies all administration, is the Unified Field – the Constitution of the Universe. This field promotes the evolution all of life in the universe, from point to infinity, in an orderly way," Maharishi said.

Maharishi said that this guiding principle of cosmic administration can be easily awakened in individual and national life through courses that will be offered at Maharishi University of World Peace in every country. These courses will include unified field-based defence, health, education, engineering, agriculture, administration, etc.

Maharishi explained that offer of the Global Country of World Peace is not based on any one thing that is wrong in the world today because, in Maharishi’s view, everything in the world is wrong. "We are offering something that is true for all times and applicable to all people. The unmanifest field of total Natural Law, which is eternally humming within every gain of creation, is within the Transcendental Consciousness of everyone. It is just a matter of giving people the technique to open their awareness to the field of all possibilities – and to spontaneously engage total Natural Law to work for them," Maharishi said. "Then the field of peace, which governs the universe, will silently govern human society – and then we will have a new enjoyable civilisation, free from all pain and suffering."
