Maharishi presided over a grand six-hour celebration on Sunday, May 4, that marked an historic day of expansion and achievement. In many countries around the world, celebrations included festive inaugurations, ground-breaking ceremonies, flag-raisings, and resolutions to establish Peace Palaces and Maharishi Vedic Health Centres. Maharishi's world peace plan calls for the establishment of 3,000 Peace Palaces and Maharishi Vedic Health Centres, one in each of the world's largest 3,000 cities to serve as "lighthouses of coherence" for each city and the whole world.

In Britain ground-breaking took place for Peace Palaces in Skelmersdale and Aberdeen, and Maharishi Vedic Centres throughout the country made resolutions to establish a peace palace in their city as soon as possible. Many projects are already underway.

In the USA, 116 speakers from 100 cities participated in a six-hour conference call as one by one across the country they presented their resolution at the auspicious moment (as determined by Maharishi Jyotish). "Our voice of today reassures all forthcoming generations that our world is going to be a beautiful, enlightened world in the light of God - in the light of perfection," Maharishi proclaimed during a teleconference call on 4 May from the Capital of the Global Country of World Peace in Meru, Holland.

(7 May 2003) His Holiness Maharishi Mahesh Yogi issued a stern warning to heads of state that they have only one choice to make for their nations: engage the higher intelligence of Natural Law to create prevention-oriented, problem-free administration – or ignore the knowledge of Natural Law and suffer the dire consequences. "The time is coming for all governments to be held accountable for their irresponsible decisions. They have been repeatedly offered the knowledge of light, but they have refused it and kept their people in darkness," Maharishi said.

Maharishi said that governments can eliminate all national problems through a simple, scientifically proven formula: provide all students with one period a day of Transcendental Meditation. Students will naturally unfold their inner creative genius, develop their total brain physiology, and simultaneously create harmonious, integrated national consciousness – the basis of a perfect government.

Maharishi’s declaration came on Wednesday, 30 April, during his weekly global news conference, broadcast live via satellite, Internet webcast, and teleconference call. Maharishi’s next news conferences will be held on 7 and 8 May.

"Governments today are brutal and ignorant," Maharishi said. "They promote health care with hazardous side effects; education which fails to train students to live in accord with Natural Law, so they make mistakes and create problems for themselves and society; and a system of defence that feeds people and then asks them to fight and die for the nation. This is beastly administration."

The solution, Maharishi said, is proper education. "Twenty per cent of every generation is students. All that is required to raise every nation to the top of the world in health, wealth, and wisdom is to add one period a day in Transcendental Meditation," Maharishi said. "The youngsters will culture the infinite creative potential of their brain physiology and utilise the evolutionary power of total Natural Law in their every thought, speech, and action. They will spontaneously rise to higher states of consciousness and create coherent national consciousness so that everyone will be helpful to everyone else."

Maharishi said that police and punishment will be obsolete in such an ideal administration. "Punishment indicates the failure of administration to educate a man properly so that he does not make mistakes. These barbaric policies will not last much longer."

Maharishi said that governments are ultimately responsible for everything – good or bad – in a nation because government is responsible for education. However, the wealthy have a precious opportunity to transform the world overnight by establishing a permanent group of 40,000 peace-creating experts.

"The wealthy have a choice. They can leave their money in the banks and watch the world continue down the path of destruction – or they can create an endowment fund for world peace that will permanently employ 40,000 peace-creating experts. These experts will engage the higher intelligence of Natural Law – the light of God – to promote coherence and harmony in world consciousness. With a permanent group of 40,000 experts, everything for everyone in the world will be first class – there will be no problems, no conflict, no negativity," Maharishi said. "Any government or wealthy man can do it. It is time to make the choice: create a world of higher intelligence or be swallowed up in destruction. There is no other choice."
