(17 January 2003) His Holiness Maharishi Mahesh Yogi declared that the long-cherished desires of every head-of-state to create a golden age of affluence and peace for his people can be fulfilled easily through the introduction of the Consciousness-based approach to education, which is now being offered to every government through the "Master Plan to Establish Prevention-Oriented, Problem-Free Administration".

Maharishi said the benefits of Consciousness-based education are unimaginable but real. "Every student will develop total brain functioning and enjoy his cosmic creative potential in daily life. And the administration of every nation will naturally be fulfilling to everyone. There will be no problems, no punishment and no suffering – everyone will behave spontaneously in the best interests of themselves, their family, the nation, and our dear world."

Maharishi’s declaration came during the second day of six international conferences inaugurating the Master Plan of His Majesty Raja Raam, First Ruler of the Global Country of World Peace. His Majesty Raja Raam presided over conferences on health, education, administration, economy, defence, and architecture, which featured expert presentations by Cabinet Ministers of the Global Country of World Peace. The inauguration conferences were held from 10 to 15 January at the Capital of the Global Country of World Peace in Meru, Holland, and broadcast live via satellite, Internet webcast, and teleconference call.

The theme of the 11 January conference was "Consciousness-Based, Enlightenment-Based Education". The conference also featured news on the establishment of Maharishi Universities of World Peace in every country, and the unprecedented successes during the past 30 years of Consciousness-based education in hundreds of schools, colleges, and universities worldwide.

His Majesty Raja Raam’s inauguration of his Master Plan celebrates the tenth anniversary of his scientific discovery that human physiology is the expression of consciousness. His discovery reveals that every individual has cosmic creative potential, which can be enlivened through the Consciousness-based approach to education offered by the Global Country of World Peace.

His Majesty Raja Raam said that his Master Plan provides every head-of- state and every education minister with the complete knowledge and scientifically validated technologies to engage in the life of the individual and nation "Higher Intelligence" – which administers the infinite diversity of the universe with perfect order – to prevent all problems and suffering and create a new world order of prosperity and peace.

His Majesty Raja Raam emphasised that "administration through education" is the key to his Master Plan. "Students comprise about 20 per cent of the population of a nation, and if they develop their full brain potential through Consciousness-based education they will create a coherent national consciousness so that no negativity will sprout in the whole population of the country. In fact, 90 per cent of the work of the government will be done if the youth are properly educated in this way."

His Majesty Raja Raam explained Maharishi’s Transcendental Meditation and Yogic Flying develops total brain functioning by providing every student with the direct experience of the fourth major state of consciousness, Transcendental Consciousness, which is the self-referral field of Total Natural Law. "This experience of Transcendental Consciousness alone develops total brain functioning and unfolds higher states of consciousness – the basis for enjoying a mistake-free, problem-free life supported by the evolutionary power of Natural Law," he said.

The beneficial effects of Transcendental Meditation and Yogic Flying have been validated during the past 30 years through more than 600 scientific studies conducted at over 200 independent universities and research institutes and published in 100 peer-reviewed scientific journals. Extensive published research has also demonstrated that group practice of these technologies effectively neutralises the acute social stress that fuels violence and conflict, promoting peace and harmony in the world family.

Maharishi Universities of World Peace are now being established in every country to create permanent world peace. The universities will educate future leaders in both the knowledge and technologies of Total Natural Law to prevent violence and conflict and to promote world peace. The universities will also serve as centres of peace where groups of experts will promote coherent national and world consciousness through Transcendental Meditation and Yogic Flying. Several large groups of 8,000 experts are now being established across the globe, including one larger group of 40,000 experts in India. In addition, 3,000 Peace Palaces are being built in the world’s largest 3,000 cities, including 51 cities in the UK. Each Peace Palace will serve as a Maharishi College of World Peace and the home to a group of 100 to 200 peace-creating experts.

The Global Country of World Peace this week sent a letter to all heads- of-state inviting them to contract with the Global Country of World Peace to create prevention-oriented and problem-free administration. The programme will involve training, housing, and permanently employing groups of peace-creating experts. The design of the programme is such that the financial obligations of this World Peace Project will be fulfilled without any financial pressure to the government. "Consciousness is the speciality of His Majesty Raja Raam," Maharishi said. "Whenever any government contracts with the Global Country of World Peace they will receive his blessings and his expertise to bring higher states of consciousness to their people and ‘Automation in Administration’ – prevention-oriented, problem-free administration – to their nation," Maharishi said. "The Global Country of World Peace is ready to start as soon as any government signs a contract."
